On January 14, the Russian Ministry of Natural Resources and Environment published the full text of the National Environmental Protection Plan 2012-2020. This is a basic document for solving important ecological problems in Russia. The Russian government will allocate 268.4 billion rubles (1 US dollar equals 30.26 rubles) for this purpose.
Russian Natural Resources and Environment Minister Donskoy pointed out that the document is the basis for solving key ecological problems, will promote economic growth with "green development" as its main purpose, and at the same time is a practical measure to improve the status quo of the environment. The national environmental protection plan mainly includes four aspects: improving environmental quality, protecting biodiversity, ensuring Antarctic scientific research, and improving national supervision and inspection in the field of environmental protection.
The important specific goals proposed in the plan include: by 2020, the proportion of harmlessly treated pollutants and waste will increase by 1.2 times compared with 2007; the number of cities that emit high levels and heavily polluted exhaust gas will be greatly reduced, and the improvement of living standards will be improved. The ecological conditions of 3.61 million residents who have severely polluted the city; newly built more than 30 nature reserves, national parks and federal-level hunting and logging ban areas; further developing natural disaster warning systems to increase the accuracy of natural disaster forecasting to 90% to 92%.
