In China, there are not many examples of packaging materials being reborn through recycling. However, the case of Shanghai's “three-point project” turning waste into treasure indicates that China’s “package recycling economy” has started.

As early as 2001, the Shanghai municipal government issued the Interim Measures for the Control of Pollution according to the principle of “who is responsible for pollution and who is responsible” that is used internationally, that is, the administrative department collects 3 points for each disposable plastic lunch box from the manufacturer. Money pollution treatment fees, as a recycling fund. Of these 3 cents, 1/3 of each is used for recycling, transportation, disposal and management. As a result, the value of the disposable plastic lunch box given by the “3 cents project” has given birth to a complete recycling industry chain of disposable plastic lunch boxes from production, recycling to disposal, and this has led to a series of economic effects. The number of particles reached 3,687 tons, and each year, Shanghai's profits from the use of recycled waste plastics reached more than 1 million yuan.

However, just as China’s “packaged recycling economy” has just begun, the “packaged recycling economy” and plans for the development of “green packaging” implemented by many countries in the world are already in full swing.

Germany officially implemented the "Regulations on Packaging Regulations" on June 12, 1991. The packaging regulations stipulate that trade and industry are responsible for the recycling of transport packaging, conversion packaging and sales packaging. At the same time, this regulation also provides producers and sellers with the possibility of entrusting third parties to help fulfill this obligation. The implementation of the regulations has promoted the collection, recycling, and reduction of packaging waste on the one hand, and has also opened up important sources of funds for urban waste disposal. Germany's dual-track system company, "Green Point" - German Recycling System Co., Ltd. (DSD) was born in 1990.

It is reported that in the two years from 2004 to 2005, Germany’s DSD company’s packaging and recycling revenue reached nearly 5 billion euros. It collected and used about 12 million tons of packaging waste.

Mexico’s efforts to make full use of metal scrap production boxes began eight years ago, but the export of reusable products to countries such as the United States began two and a half years ago. It was mainly the responsibility of two distributors in Florida, Cohens and Ecoist. Their main approach is to turn waste metal packaging for cosmetics and beverages into valuable raw materials for making handicrafts, and sell 80% of these products to the United States, and the remaining 20% ​​to domestic consumption. For this reason, Ecoist alone sells these reusable products in 250 specialty stores in major cities throughout the United States, and its annual profit is approximately 300 million in comparison (1 US dollar equivalent to 11 benchmarks).

In the past ten years, Brazil has already implemented 237 cities to implement recycling of packaging waste, and has 500,000 recyclers. In order to fully recycle waste packaging, the country has developed the most typical recycling technology, the most typical of which is the disposal of packaging waste consisting mainly of Tetra Pak.

It is reported that aluminum-plastic-paper composite packaging has the largest value content in packaging waste, but recycling technology is also the most difficult. The plasma-separated aluminum-plastic-paper composite packaging technology developed by TSL's joint research and development organization is developed to address this problem. This technology was completed and put into production in April 2006 in the Olympic City of Sao Paulo, Brazil. Since the demonstration plant was built near the Karpen paper mill, the two sides connected to each other in the recycling process. The wastes represented by Tetra Pak were sent to the pulp machine at Karbin Plant to separate the paper fibers. The remaining aluminum-plastic mixture was sent to the demonstration plant and continuously fed into the thermal plasma treatment furnace at a temperature of 15,000°C to 50,000°C. Under high temperature, aluminum, plastic gasification, aluminum components sink, melt into aluminum ingots, and gasification of polymer materials rise, after condensation into a jelly, can be used as chemical raw materials. The demonstration plant is now capable of handling 8,000 tons per year. It can be predicted that with the full implementation of China's vigorous development of the circular economy plan, and with the guidance of the development experience of the “packaged recycling economy” in various countries around the world, China’s “packaged recycling economy” will soon be fully and deeply developed.

Circular economy puts high demands on plastic recycling

According to reports, most plastic materials are recyclable, are typical resource-saving and environment-friendly materials, and have great value in recycling. At present, there are as many as 10,000 plastics recycling enterprises in China, and the recycling outlets have spread all over the country, forming a number of large-scale recycled plastic recycling markets and processing centers, mainly distributed in the relatively developed provinces of the plastics processing industry. The annual transaction volume is mostly from a few hundred million yuan to several billion yuan, and more than 6 million tons of waste plastics are recycled every year.

However, the current development of this industry is mainly driven by market demand and prices, so environmental pollution and waste of resources are common.
